i'VE "HEARD" the same thing as you. I think its a done deal, here is todays bit from the Coastal Fisherman:
FLOUNDER REGULATIONS: I received a heads-up that the new flounder regulations will be announced today and go into effect immediately. For the Atlantic coast and our coastal bays, there will be a 17.5-inch minimum with a 3 fish creel limit. For the Chesapeake Bay, there will be a 16.5-inch minimum and anglers are only allowed to keep 1 flounder.
Virginia has already set their 2008 limit at 19-inches and 5 fish.
Delaware HAS NOT released their 2008 flounder regulations yet.
