Your right - my CC has a chase that allows cabes, wires etc. to travel aft across the stringer. There is only the live well tank aft of the console - maye one could snake the lines...

I have a 25 inch transom - take a look.
Also the dual consoles on your dually, are bolted in.
If you really want a center console, just unbolt the existing dual...

IMO, and based on your photos - o need to worry, so long as the floor (area) is not soft or rotton.
When it gets warm - sand the area, and the cracks, let it dry - keep the hatch...
