If not, try a heavy duty rubbing compound with a large buffer, then you'll have to buff it with a little polish when your done.

Thanks for all the advice guys, I pulled the steering apart and the actual cable inside the tube broke, the date on the original was 1987 so it was time to break. I ended up getting a new cable...
