Note,
Look carefully the **** rod is exposed you can use a needle nose pliers to press it down or up to shift it into gears, Also I use the are to swing the rod during installation...

I was able to get it down with wedges. Just took a lot of persuasion, it was really rusted on there! It's in the shop now getting new seals.
