Freeboard, power

I'm thinking about buying a v-20 cuddy but from what I've seen, the freeboard is pretty low on these boats. Is it a problem? I'll be using it in N. California for Salmon and bottomfish in the Pacific, Stripers in the Rivers, etc. Also, it seems like the standard I/O is only 4 cylinders. Is this enough power to easily get the boat on plane?
