I like the 15 hp kicker. You don’t need more than 9.9 for trolling, but when I bought my new kicker, I went with the 15 hp, since it’s your auxiliary power if your main motor fails and I think the bigger kicker would keep the boat at hull speed much better in a headwind, and still troll down like the 9.9.
