Fill the cavities with empty water bottles
Free, last forever, allow drainage and environmentally friendly

I think the curing foam would push through your cardboard bottoms, plus you would have soggy cardboard

Could you make some foam bricks that would fit the space and just drop them in the spaces

I like the empty water bottle idea. Maybe do mostly empty 2liter bottles and then fill smaller space with 12oz bottles.
