in case anyone else runs into this, I contacted Bennett Marine and they said I could step down to one actuator in this application and mount it in the middle set of holes on the trim tab. This moved the actuator mounting holes on the transom over enough so I would not have to have the mounting holes and hydraulics of one of the twin actuators exposed in the splashwell.

Ahhh... okay. Now your original post makes more sense. You never said that your tabs had dual pistons and for the life of me I couldn't understand why you were having a problem with the splashwell. In all cases glad you got it sorted out.
