I still say rent it out..... tell them to either take possession legally or PISS OFF

By changing the locks they have, in the eyes of the law, taken legal possession of it.

By giving him a key haven't they given it back?.... seems he could now change the locks again.

Yes, he could change the locks again, but it would be illegal. The difference being that if he were to change the locks, it would be without their permission to do so. When Joe gave them the keys, it was understood that he was giving them control of the property and the ability to legally change the locks. Whereas, by giving Joe the keys, they have implicitly given him permission to visit/enter the premises, but they have not given him control.
