Joystick for outdrive, buttons for left tab & right tab? Just a guess since we don't know where they are hooked to, but it would make sense that way.
OR Old set of tabs had the buttons and a new set of tabs had the joystick, and the previous owner didn't want a hole in the dash so he just left the buttons there, disconnected.

Might as well round it out... My guess is that they're BOTH connected and you can use whichever you feel like at the time

Smoke you win, I was out to the boat today and started to trouble shoot, both were connected. My bet is one stopped working, they got a new switch and just ran the wires to the old switch. That is just to funny, you were making a joke and got it spot on.
