It is not uncommon for 911 calls to originate from houses that haven't had phone service in years...over and over sometimes.
I have also seen 911 calls from buildings that had been torn down a year prior. And imagine how many accidental 911 calls there are in a state with both a 910 and a 919 area code in it.
