The alarm may be because one of the fuel lines is collapsing when the engine is calling for more fuel. This is a perfect scenario of what ethanol does to fuel systems. The bulb is to prime the engine and you do need it there.

You'll see a lot of addon fuel fittings like that on boats. Usually it's when the owner wants extra range. You have portable tanks that you can just clip onto that fitting for the extra fuel.
I agree with Cam, I'd look at/replace my hoses.
