WOW i have never seen gelcoat deteriorate that bad.. I would sand back into the good gelcoat and reapply new gelcoat in several layers you can get a gal. of white gelcoat for $60.00 from Fiberglassite.com I have never sprayed it before but i think if you just brush it on in several layers you will be ok ,,,just make sure you dont add wax to the gelcoat till the last coat

Redneck, are you sure you aren't hitting on the trailer? My V20 hits the forward crossmember just in front of the winch stand. I ended up carpeting a piece of 3/4" treated plywood about 12"x24" and u-bolting it to the trailer for the boat to slide on.
As for repair you probably should run a few layers of glass tape, then gel coat over that. Just to be on the safe side. In the pic below you can see my repair, just three layers of glass. Didn't have to be pretty just functional. Pic below. The plywood has broke, but its lasted 7 years so i cannot complain.
