I have had good luck with the Krylon plastic specific paints. I repainted my access hatches and the paint adhered great and is durable. If you non-skid I would guess the method you mentioned would work.

before you paint the plastic, wipe it down good with cheap lacquer thinner, till it gets sticky, then let it flash off so the thinner wont affect the paint, you can also use a heat lamp or heat gun to increase adhesion. Found out about the thinner trick when a plastic paint job didn't go well, we cleaned it up with thinner, then re shot it, the second time around, it stuck good. check out West system's web site, it has some good tips on dealing with plastic
