Might want to try going to a piping shop and see if you can get a bit of 1-1/4" SS tubing. You might be able to get a sleve type fit then just drill a few holes then run some SS bolts through it. Might work? Or if you don't mind a bulky look try a SS Swedge Lock Compression fitting I use them all the time for running SS tubing.

Found this which should work dimensionally but is only available in aluminum.
 Rednecks ideas are good too....dimensionally a piece of 1" ss pipe would work as well as long as its sch 40 (1.049" id) but only problem is it wont be polished ss.

ACE Hardware sells them as a bolt-able pipe clamp. I just used one last month when a crossbar on my T-top snapped.
Has 4-bolts and a peice of neoprene to prevent slippage when tightening. Worked well and was very strong. I'll see if I can get you a stock number. Couldnt get a pic but if you go to an ACE store the SKU number is 41834.
