the general rule of thumb is that 1" in pitch = 200 rpm. Going from a 19 to a 17, should get you from 5000/5100 to about 5500. I would then add a heavy(size 2) cup on the wheel, and you should get a very low slip ratio, probably turn ROUGHLY 5400, and get 2-3 more mph.

I believe that the M stands for Michigan wheels, the prop manufacturer, which is like an "oem" prop manufacturer. By far the most popular out there.
