Shawsee, I'm not sure if this is what you're looking for, but doing a fly-over in Google Earth I found a ramp in West Cove.. looks like there's a parking lot and then a ramp leading down to the water. No info if it's public or private, but it looks like a public type.
You can find it @ 41*28'45.42"N by 71*21'40.96" W. Hope this is what you're looking for.
