Over in the Gulf, the commercial guys can harvest grouper and red snapper year round until there quota is filled(this may change though as they can buy more quota if somebody wants to seel it to them). When our harvests are closed, they can still go out and get them even though ours is supposedly closed due to there spawning season. Why can coms harvest and we can't because of spawning?

In an effort to keep recreational fishermen from exceeding annual catch limits (ACLs) set for black sea bass in the coming fishing year, members of the South Atlantic Fishery Management Council approved an amendment that, if approved by the Secretary of Commerce, will reduce the recreational bag limit for black sea bass from 15 per person/day to 5 per person/day beginning June 1, 2011.
