I know these engines fairly well.. If you need some further help, post up..
by the looks of the boat, it seems as if its been sitting a while... Ethanol in the fuel could screw things up, or just basic bad gas. Water could be in there too if the owner didn't store it with a full tank. I would invest in a racor filter setup with the water drain, until you figure out whats going in, it makes checking for crappy fuel really easy. However it does sound like your doing everything you need to for a used boat thats been sitting a while.

I had the same set up as you, a 36" set back and a 174 yamaha, hope you get some trim tabs your going to need them!!
That motor is way to heavy to be back there and is going to have the boat weighed down pretty good, not sure were your scupers are at but I am sure they are under water when sitting in the water and will be no good unless you are moving. I would bring some rags or something so when you are sitting still and drift fish you are not in ankle deep water in the back, BEEN THERE DONE THAT I am changing motors on the OX this spring from a 225 4 stroke to a 200 HDPI to help with the weight problems I am having now
