Default More Starboard?

My 74 has a Seacast transom and a 4 inch setback jackplate . The transom when the previous owner had it pored for some reason they left it a 20 inch transom. Now when I tilt the motor all the way up the outboard is actually tilted in the notch about half way so filling it in is out of the question. What I want to do is cut a 6x25x1/4 thick starboard and attach it to the out side of the transom with several screws and silicone it to seal it to keep the rollers out. Your opinion............

No reason not to use it as a dam BUT I'm more concerned about why the 20" transom being more a problem than a 25".
Do you still have a backwash, if so, why ain't it doing the job?

I have seen here in FL an ideal solution to this problem on a Boat, I regret for not taking a picture of it.
I will try to explain..
It was bascaly huge thick transom cap made out of aluminium sheet appropriately 1/4 to 1/2 inch thick providing the additional 5" of lift and secured by bolts going through the transom.
It extended down on the inside all the way down to the splash drains, on the outside it extended beyond the width of the splash well and down maybe 18" (bottom of the T&T unit, in what I estimate to be one heck of a solid mounting area for the motor not to mentioned the fact the way it looked it will have to break away the entire transom should it be compromise.
If you seriously consider this option let me know, I doctor a photo and post it it for you.
