If the motor is in good shape sounds like a fair price, looks nice in pics, if floors, transom are solid.
The T Top looks to me like it is a foot and a half to high, maybe it is my eyes or the pic, not sure. Oh and I would offer the lower price to include electronics, that sounds like a number he needs to get and the electronics unless real high end pieces are generally sold as a package with the boat not separate.

hows the steering arm on that 1990 Johnson and how is the tilt n trim on the motor is it eat with any salt?
