I think you have allready tried the easy fix, sounds like the carb needs to be taken apart and cleaned out. The guy I trained under when I first got started came up with a good trick on carb problems. He would take a can of Mercury POwer tune and spray it inot a cup, letting it settle, the he would start the engine and let it run till it came up to temp, he had rigged up a short piece of gas line attached to a spare fuel line quick connect. While the engine was unnign at a fast idle, he would disconnect the fuel line, trhen hook up the short hose, stick teh loose end inot the cup full of powertune, letting the engine pull the mix inot the fuel system, he would keep the engione running using the choke as it started to run rough, once he felt the carb was full of power tune, he'd let it sit overnight, come back the next day, hook the fule line back up, loosen the drain screw on the float bowl, pump fresh gas inot the carbs, start the engine and run it long enough to get all the power tune out of it. It would fix 1 out of three engines with carb problems, of course there was no gaurantee that there wouldn't be any other problems with the carbs, but it may be worth a try
