when measuring a motor to see if it is a 25" shaft ... from where to where do you measure?

i have questioned a few people about what size their motor is for sale, and they do not know ????

top of the clamp bracket(where it goes over the transom)to the antiventalation plate on the lower unit, it won't be exactly 25 or 20
