I've got it sorted out.

After cleaning the boat yesterday, (1- Seatrout caught and a 4' Tarpon jumped twice right next to the boat) I did some digging.

I do have a pump and a switch. I thought the pump switch was for the washdown pump that doesn't work, but it has a separate switch above the spigot. I checked the fuse and the connections and it(fishbox pump) started working. I'll replace the fuse and connections soon.

The brass drain in the fishbox drains directly into the bilge. The plastic drain has the pump on it and pumps out the fishbox next to the bilge pump outlet. With the brass drain plugged, guts and blood stay out of the bilge. The brass thruhull is actually connected to a 3rd overflow drain on the rim of the fishbox.
