Default Plugging Holes

Hey Guys, 2 months ago I plugged some holes where snaps use to be installled for my curtains and don't need them anymore. I plugged them with 5200 and after about 2 weeks they still had not hardened, so I added water now 2 months later they still aren't hard. I ordered me some Poli-glo to clean and polish the hull but I need these holes filled and sanded before I put Poli-glo on the upper gunnel.

What should I use to plug these, I was trying to stay away from fiberglass.
