Did you remove the drive when you did it?? If so there is a arm in there that has to go on just so to make the shifter work.
If you just droped the lower unit, did you get the key back in the shaft? If you just did the lower unit thats is stright forward and shoukd be fine, But removing the hole drive can be tricky!

Like above posters stated, we need to know how you did the pump. You most likely didn't put the gear selector in forward before you did the job, and the shift shaft turned while the unit was off.
