We fixed it last night, it is:

The maximum size of your custom image is 500 by 160 pixels or 68.4 KB (whichever is smaller).

To add a pic to the signture you need to go to your CP>EDIT SIGNATURE>then under the reply window you will see SIGNATURE BOX PIC box with two boxes, one for a URL link, and one to upload from your computer.

Choce which one you want, add link or pic, and hit SAVE SIGNATURE and you wil be good to go.

LEAVE MY EYE ALONE!!

The pictures your talking about.
Are they for the avatar and signature or to post on the site?
Far be it me to give help, it took me three days to add the picture to my signature. I believe resizing to the correct size and then clicking the preview, then click insert signature picture (appears next to delete current image) and then save is how it finally worked for me.
If it's for saving from the camera card,to the computer, thru photobucket and then to the site, someone with more sence than me will have to help you.

I loaded the pics from the memory card to a new file on my computer. then loaded them from my file to the signature page. Then I got an error message. I wish this thing had some bolts and nuts, maybe I could handle it! lol!

Make a copy of the picture you want to use, sent the copy to your computers photo editor and resize by editing to the dimensions or kb size allowed for the signature then try to add to the signature.

There are some smilies available right now, but you have to turn on the window yourself:

Go to user CP -> Edit Options ->

Scroll all the way to the bottom and change Message Editor Interface type to "Enhanced Interface - Full WYSIWYG Editing."

Click "Save Changes"

The next time you respond to a thread or start a new thread, you should see the smiles table to the right of the message composition box. :D
