Default Fuel bulb locations

Took my G3 out for it's inaugural run the day before the storm and it ran great once I got it going.
What I have is two motors, a 9.9 and a 60, both have fuel bulbs(primers) on them. These primers are located after the in line cartridge fuel filter.
I had a problem getting a siphon going from the tank to the motors and what I ended up doing was starting the motors one at a time, not both at once, and priming the pump as it ran. The 9.9 bulb eventually got hard but the primer for the 60 hp never fully got hard.
My question for anyone who runs two motors like that set up is this, should'nt there be just one primer bulb from the in floor tank going to the filter which has two outlets instead of two bulbs after the filter, one on each line going to the motors? That is what I had on the V and when I added the 9.9 to it the fuel line already had a bulb but I never had to use it.
Just seems that there should be just one in line fairly close to the tank and before the fuel filter no ?
