Default Evinrude ocean pro question

Hello, I’m in the market for another V boat and found one that caught my eye. Hull itself checked out, not flex at all in the transom with 240lb me bouncing on the motor, floors solid and the stringers I could get to were solid. We agreed on a price depending on the motor inspection. I know the boat hasn’t been ran in at least a year maybe only once or twice the year before that.

Top end of the motor seemed good, fired first turn of the key, compression was dead nuts equal across all 6. Still had VRO hooked up which I’m not a huge fan of.

The lower is the problem, the boat would not shift into gear. Pulled it out of the water and cracked the drain. Pure water. I’d be fully expecting to put a new lower on it. Cables were also very still, probably need new cables too. Motor didn’t grind at all when trying to shift, just hard to move the control then wouldn’t go into gear.

Only other issue i noticed is the tach was sitting at about 1k before you turned the key, a little over 2k when started. Motor sounded fine at idle.

I’ve never owned one of these motors. Guess my question is Does it sound like I’m missing anything other than planning on a new lower and cables?

I want the boat if the seller and I can agree on a price which we haven’t been able to do, he wanted to knock off about half of what I wanted due to the lower issue. Motor had just shy of 400 hours on it if the hour meter is right.
