Power trim not working

So im ready to go fishing and my power trim is not going up or down all i here is a clicking , i checked the conections and they seem tight i did go over them. My batterys were low but i charged them and still no good, what would cause the trim not to go up or down, it happened before then they started to work. But not today. I dont know what else to look for. Thanks.
