I have a rod rack that I got from a guy that used to work for West's that I use in my garage. It's the same one they use to display rods standing up vertically. Before I got it I had two 1" x 6" x 3' boards that I used a hole saw to drill out 2 alternating rows of large and small holes. 1" then 2 1/2". Mounted them to the ceiling of the garage on 2 x 4 studs and hung the rods there. You can probably make a similar layout out of of starboard for inside the cuddy.

If I did that in a cuddy though I'd be afraid of slamming my head into the rods every time I went into the cuddy for a bio break or to lay down for a while or to pull up the anchor. I'll stick with the side gunnel rod racks.
