Here in Mass. They have what they call Safelink, they give you a free phone and 100 min a month. You just need to be reciving food stamps or medical, or disability to get one.
They are pretty good on checking if you have a phone to limt it to one per house hold. My wife has one, and so did my mom when she retired. But i am sure there are others getting and abusing them!
