Trim Pump Leak

Took the cover off to get ready for the season and found the left cylinder leaking. The motor does not move at all when using the switch have to release the screw and lift manual. How screwed am I? I think the pump is empty as well since it is leaking. It makes a straining noise when the tilt switch is used. Can the seals just be replaced or is it the whole thing?
