Default transom

I had my engine remounted after i installed the steering cable and noticed that the washer sank underthe gelcoat when they tightened the bolt so I installed a transom brace plate and also notice that the transom gelcoat was calapsing but there is no flex in the transom, it seems solid but the wood must be wet, cause when they made the transom they covered it with a aluminum cap but the wood is exposed,not fiberglassed. should i be concerned even if there is not flex,,, its a 1978,,
