Default Oceanpro burns all the fuel

I know these are known as fuel hogs, but I think mine's burning way too much. It gets about 1.5 gallons/mile. Motor is a 97 200HP Evinrude OceanPro. Hard to believe it could burn that much. Is there any way it could be dumping it out the exhaust? I heard that if the carbs are dirty they can dump fuel into the bore through the "choke" ports, but that's not happening on mine.
