Removal of outrigger base

Oscillating tool might not work. They only work against solid items. It the marine sealant that you used is 5200 or like it it's not solid and the tool will just shake the rubber without cutting it. That's why Doctors use them to cut off casts... it won't harm the soft skin underneath.

You *might* have some luck using an oscillating tool with a knife edge bit. I know that Harbor Freight sells them. The knife edge might cut through the sealant instead of just making it vibrate.

Since it's silicone, I dough that heat will have any softening effect. The amount of heat necessary to soften the silicone will probably destroy your fiberglass in the process. Silicone cookware will withstand 500* heat in an oven.
