it turns out that there was a little round rubber washer in the solenoid that I neglected to take out. Once I got that out of there it worked like a charm. Bigger and better problems now though :(((

1. It seems like the starter is my problem. After changing every battery cable, starter solenoid and key switch and checking all of the connections on everything, the stupid thing still acts the same way. 6 out of 10 times when I turn the key the gear will not move up and engage the flywheel.

2. To compound things, I believe the carbs are going to have to be rebuilt; when the starter gear does engage, many times the engine does not want to start and if it does it doesn't want to idle.

Having said ALL of that, it appears to work better when hooked to the ear muffs in the driveway then it does when I put it in the water. Imagine me the other day at the VERY BUSY boat dock with a boat that neither idles (without stalling) or wants to start!?! UUUUUUGGGHH!!!!

Once the engine (1984 Evinrude 150) starts, it runs great. Very strong and purrs....
