To a point, Marine Tex would be the way to go in order to finish from clear looking fiberglass even if you are going to put bottom paint on the boat.
To a point being small or short area's easily wiped with a squeege and sanded or water sanded and buffed for finish.
Yes gelcoat would be better than paint but Marine Tex is a good inbetween solution.
Better pictures of the damage might be the deciding factor.
