Default Rear Deck Water Drains

Both port and starbard outside drain holes for the rear deck drains are below the water line while in dock on my 1996 V21. I can/t imagine it was designed like this, HELP

Increase bow weight, reduce stern weight. Make sure that your check valves and your hoses are in great shape and your clamps are tight. That's about all you can do.
