Default 75 hp Mariner

Got a 1994 75hp Mariner that is putting out up to 17.25 volts constant at mid to high rpms.
This seems very high to me. Is this correct?
If not, does this sound like a regulator or is it a stator or trigger problem?

Also got a voltage leak somewhere.
When hooking up the battery, a slight arc can be seen at the battery post while connecting.
Is this possibly a starter solenoid, trim relay or something else?

Haven't worked on one of them in many moons, but sounds like a bad rectifier/regulator. If it has factory trim and tilt, it should have a regulated charging system that should cut off around 14.8 volts. If the diode failed in it, it could allow it to back feed and drain your battery and cause the arc your seeing. You can try disconnecting the regulator and see if the arc goes away when you hook the power up. That would tell you if that is where your problem lies. I'll try and find some more info for ya.

I don't have a book on one myself either, but from what I'm finding it looks like yours may be an unregulated system. Do you know the engine model number?

I've looked and it is supposed to be regulated, let me get the model #.

OK then, your regulator should look like this one I believe. If so then it is a standard MERC part. Try disconnecting it to see if your arcing stops.
