Mystery Part and Windshield Frame

In my gallery, Golvers 81 V20, please look at the last 2 pics, Mystery Part & WindShield Frame.

What is the Mystery part. It has a hyrdolic house running from it to a resevor just below, but that's it. It looks like it should be connected to something else, but it's not. There also does not look like anything near it would connect to it.

Where can I buy more of the windshield frame? I need a long piece for the area in the picture and another short peice for above the center glass of the wind shield.

Thanks all. It was for an old steering system. The boat uses cables now. What was better? any idea why they would not use the pump anymore?
