Fuel bowl baffle?

Does anyone know what's does a fuel bowl baffle does? It was in the bowl when I removed the bowl. The item number is 1399-7211A1.
Or replaced by this number. 814483
And of course unavailable .
1984 50 hp Mercury .4 cylinder .
