Default Hynautic Steering Leaking

My Hynautic steering started to leak last year. I just dealt with it for the remainder of the season. I could fill up the reservoir and pressurize the system, bleed it out properly, and it would last me a few weeks. I'd like to eliminate yet another hole in my stomach and just fix this thing already.

I priced a replacement for the cylinder and they want $300 minimum

The odd thing is that the cylinder is on as tight as it can be at the nut next to the arrow, but the cylinder turns clockwise or counterclockwise with ease. As far as I can tell, it's not supposed to do this.

Has anyone ever rebuilt one of these before?
