are there actual guidelines as to where and how your registration numbers must be displayed?

Yes, but they vary by state. Check with what ever state agency you register your boat with.

Delaware requires them to be on the bow.

all i see anywhere is the front half of the boat in contrasting 3 inch block letters. i cant find anything more specific even on the nys dmv websight.
