New Law in Cal for outboards, things to come!
Vessel Emissions Standards — Operative July 1, 2008
Add: Vehicle Code §§9852.9, 9853.7, and 9853.8 (AB 695 Chapter 609)

Prohibits the DMV from registering vessels with stern drive or inboard engines manufactured after January 1, 2008, if they do not meet emissions regulations.
Requires the retail seller to certify on the original application for a CF number if the vessel is in compliance with the emissions regulations
Requires vessels with a spark-ignition marine engine of less than 500 hp manufactured on or after January 1, 2008, or
Vessels with a spark-ignition marine engine with any rated output power manufactured on or after January 1, 2009, to have a permanent affixed label indicating that the engine meets or exceeds the emissions standards, and
Requires the hang tag for the engine to be submitted with the initial application for a CF number.

Don't remember which state but they did the same thing on a couple of lakes to reduce pollution. I think it was in an e-tec video.

I think this just applies to new motors and boats.

CA has a dozen or so lakes like tahoe where you cannot use a carb or efi two stroke . . . outboards must be DFI or Four stroke.

I'm ready to move outta here . . . but I gotta say I love junk CA motors :) 30 years old and some of them are barely used.

Problem is that CA is broke . . . and their going to come up with 101 stupid laws to increase fees. The number of register boats is WAY WAY down and they're not getting $$$ they need to cover overhead.

Yes this only appies to new boats, FOR NOW! And yes it applies to ALL new boats, even outboards. So even a little jon boat must have it's 5HP kicker installed by a dealer and certified. No more do it yourselfers. And another thing to keep in mind when dealing with C.A.R.B., it won't be long before it becomes retroactive and applies to older boats as well. In 2010 COMIFORNIA is going to make all diesels manufactured after 96(OBD2) pass stricter emissions than they had to whenthey were built. And with 6 other states that have already adopted C.A.R.B.'s mission, this couod be very bad for you fellows in the northeast. Since it is the NEW ENGLAND area that is following COMIFORNIAS lead.

Ferm - This is some scary stuff. I can't wait until I have a certified state appointed *** wiper charging me $300 to flush my own toilet. These regs are getting out of control!!

My prediction for older boats is that they will continue to ban more lakes, and the state will make some more stupid laws about life jackets, charge higher reg fees, emisions laws, drivers licenses, etc. and make boating untouchable for the do it yourself'r. The death of pleasure power boating is near. Pretty soon they'll need border patrol in Mexico and Canada to keep the American's out.

Mercury is already developing a catyltic converter for outboards:mad:. Welcome to the end of 2 strokes. I do hope the SUPREME COURT overthrows COMIFORNIAS C.A.R.B emissions ratings. I know ARNIE is suing the government over them saying that they do not have the authority to over ride the EPA's federal standards. I am all for clean air, but at what cost? It is a proven fact that the fuel economy on a vehicle can be improved over stock, yet not meet the emissions because of the way the emissions are measured. Oh well I regress, I don't want to turn this into a political post. Let's just say I'm a dieselholic, so I follow the emissions fairly closely as the government is just about trying to do away with them.

I hear you . . . This is a political issue and there's nothing wrong with that. Before the last few years people could discuss things and it didn't matter so much what political affiliation you were. I see the hypocrisy in these bills and so does everyone else . . . but what actions can you take overturn this or prevent it from happening . . . except move to oregon? The people in California didn't draft the law and didn't vote on the new regs, but there are a million pissed off californian boaters (in a state that is the size of east coast from New Jersey to Florida) . . . We have to take it up the rear. I just wish that these politicians were doing what's best for everyone rather than sneaking through these industry driven "clean air" measures that won't make any improvement except to some corporations bottom line.

I'm a huge fan of diesel engines too and so is the rest of the world outside the USA. I'd love to see of these politicians focus their energy and OUR resources on creating bio-diesel algea farms and more wind power . . . rather than tighter restrictions limiting emissions from "fossil" fuels. 1/2 of california (and all of Baja) is a sand box that's sunny everyday from April - Nov. It's perfect for growing the saltwater algea for bio-diesel production(making the net CO2 gain = 0).

Problem is where to get our plastics when fossil fuel production is reduced . . . the price of all the crap we buy will go through the roof.

shhh, don't tell any one but we don't even have inspections on cars here in SC

Ferm, I saw my first set of cats for a Mercruiser last year at Merc School, Coast Gaurd fought CARB tooth and nail over cats, they are a tremendious fire hazzard in an enclosed engine compartment, and one drop of salt water will ruin them

I know POLARIS uses them on some of there jet ski's, and I've read of more than 1 seat being too hot to even ride the ski. And a couple that have caught on fire:eek:. It won't be long before the world we live in radically changes. I may post a video from youtube later, but I don't want people to think I'm a radical conspiracy theorist or anything.
