Default Steering Clearance (Clarence)

Anyone else have this problem? My steering rubs on the transom. I had to grind down the transom cap so that I didn't have to turn left all of the time. (Sure thats fine on Sunday, but.....)

I have never seen that either? Is there anything between the motor & hull?? Is the motor bolted tight to the boat?

SKOOL has pulled dozens of motors, he must know what the deal is with this.
