Oil block off kit?

I had the oil injection system bypassed by a shop They disconnected the system cause the gear in the block failed but left the mechanism to the oil pump attached to the block.they didn't put in the block off kit my question is is that ok? I called them and they said it's ok but I want to check with you guys. Thanks. Oh and he didn't put the block off kit plug cause he didn't have one. And he is a Mercury repair shop. Go figure .
