Well, lets look at it a different way. Holes and bolts cost money. Manufacturers will change entire tooling runs just to save putting a hole in a piece of equipment or not having to use a fastener (bolt or nut). Anything to save money. So if there's a hole there, and a bolt that's supposed to fill that hole, it cost money to put it there. Understand, I'm not saying that you should or should not use the bolt, that's your decision. But IMHO it's probably there for a reason and if it were me I would drill out the bolt, re-tap the threads if possible or use a heli-coil. Just because I don't know what the reason is doesn't lessen the reason (or need) for it being there.

it looks like the head of the bolt broke off and since i got the part as used the mech is not responsible for the out come but i was looking at it and it looks like it should be fine, its the bolt that goes in to the trim rod area the other two that go in the housing are in solid and since its all one piece they should hold fine but im want to always get a secound or thied opinion and you guys are them cause if i knew 1/3 as much as you do i would be a master mechanic thanks
