Probably start by disconnecting the steering arm to be able to see if the problem is in the cable, tilt tube or somewhere else.

Ya might get lucky w/some grease on the steering shaft worked back and forth a few times...if that doesn't do it, you might wanna try some lube in the helm end of the cable...w/the steering arm disconnected at the motor, loose the nut holding the cable to the helm and tun the wheel to unload the cable from the helm...goose it up good and reinsert til turning the wheel in the other rdirection pulls it back in...reconnect everything and see what ya got... If all doesn't work, I highly recommend Teleflex's NFB 4.2 replacement...that is if ya don't wanna spring a grand for hydraulic steering...

easy replacement,I cut my cable with bolt cutters, fed the new cable into the NFB helm, pulled the motor and slid the cable into the tube.
