Default Need opinions, any Police Officers here ? ...

Well, I gor a letter yesterday, from our local Dpmt of Natural Resources, which is the Agency which handles boat permits, and fishing/hunting permits, etc. To my surprise, it was a ticket for $100.oo, and the reason; " Year Permit incorrectly located ".
I went to the Police Precint where the Policeman who gave me the ticket works ( He gave me the ticket when the boat was at the dock ).
They say the permit is supposed to be placed after the registration numbers and not before, see the attached picture. I asked them to show me the written Law and they showed me a printed card which shows the Article they used, it states " Permit shall be placed
"( Proximo )" to the numbers". It does not say after, or before, it says "proximo".
I looked at the Dictionary and for "proximo", it has two answers;
1- In the proximity of...
2- Inmediate after of...

So, depending on which definition they use, it`s right or wrong.

I am sure I can fight this on a court and get it dismissed, because of the definition, but the point of this thread is;

I BELIEVE THIS POLICEMAN COULD GIVE ME A CITATION AND EXPLAIN THIS TO ME, INSTEAD OF GIVING ME A TICKET FOR SOMETHING SO SIMPLE.
